Offshore outsourcing (particularly in IT) by U.S.-based companies continues to grow and factors such as those mentioned in the previous paragraph, provide compelling incentives to explore more than one outsourcing country. According to an August 2002 research report by the Sourcing Interests Group, business process outsourcing (BPO) providers “will need a strategy for global delivery of their services, leveraging off-shore sites.” Among the countries mentioned is Mexico. The report goes on to state that “every single BPO engagement includes sub-components of IT consulting, application development, IT outsourcing, and process management.”

Specifically, a recent (2002) study by the Center of Internet Studies of the University of Washington states that “U.S. companies have begun considering outsourcing IT jobs to nearby countries such as Mexico; thus the term for ‘near-shore’ outsourcing.” The study sites two unique variables which make Mexico more attractive: 1) for some projects, time zones differences can impact productivity; 2) political stability has become more of an issue in the current geo-political environment (the November 15 issue of CIO Magazine also rates Mexico higher than India in cultural and infrastructure issues).

Clearly, Mexico has a role to play in the global delivery of IT solutions and Microsoft has a role to play in accelerating this process (specifically, those based on .NET). The following pilot project builds upon Microsoft’s focused programmatic Go-To-Market approach to achieve clear short term goals upon which can be built more aggressive and ambitious objectives.

Our Nearshore execution methodologies incorporate the presence of an On-Site Project Manger (OPM) during phases, which require extensive client interaction, such as Requirements Analysis, Initial Design, Acceptance Test Support, and Implementation Support. The OPM will also coordinate query resolution; perform demos, set up meetings and teleconferences, etc.

For larger projects, Nasoft offers dedicated Nearshore development centers or an Nearshore XDC, which executes a mix of several types of projects - Development/Migration/Maintenance, Onsite/Offshore, etc. Nasoft provides a dedicated onshore Account Manager in order to more transparently manage the relationship.

Each Nearshore engagement has a strong onshore component as well. Projects are executed at our onshore facilities located in San Francisco, San Diego, Alamo, Miami and Boston. This model typically works as follows. Customers provide the service levels, and scope of work required to be performed. Nasoft analysts feed these inputs into our unique pricing model and dynamically build the solution to yield the optimum TCO model that meets the service criteria.

This model also provides our Customers a cost base model to choose from. Having cost plus based models, provides our Customers greater hold on costs and productivity improvement measures.
